The Utah Department of Public Safety Announces New State Security Chief

SALT LAKE CITY – (January 11, 2024) – The Utah Department of Public Safety (DPS) announces the newly appointed Director of State Security, Mr. Matt Pennington, State Security Chief, a seasoned law enforcement professional with an illustrious career dedicated to public safety.

The State Security Chief position is an initiative resulting from the passage of HB61 during the 2023 legislative session. This landmark legislation underscores our state’s commitment to fortifying safety measures in educational institutions, houses of worship, commercial enterprises, and other public buildings. Shaping a secure environment for all.

Director Pennington has an extensive career in law enforcement. In 2004, Mr. Pennington’s journey began at the Weber County Sheriff’s Office, where he served as a deputy sheriff in patrol until 2007. His commitment to public safety led him to the South Jordan Police Department, where he served in various capacities, including the Patrol Division, the Traffic Unit as a motor officer, and the Investigations Division as the Sergeant. Notably, Mr. Pennington was a vital South Valley SWAT team member from 2008 – 2018 and 2020 – 2023, holding key positions such as Scout, Team-leader, and Commander.

In his most recent role as Lieutenant and Division Commander of the Special Services Division, Mr. Pennington oversaw the Training, School Resource Officer, and Traffic Units. He has received numerous awards throughout his career, including the Supervisory Excellence Award, a Distinguished Service Citation for implementing a new violence action plan for Jordan School District, and recognition for his exemplary actions in critical incidents, such as the MicKenzie Smith kidnapping case and preventing a potential active shooter situation.

Director Pennington holds a Bachelor of Science Degree in Sociology with a certificate in Criminology and Corrections from the University of Utah, a Master’s Degree in Management and Leadership, and an MBA from Western Governor’s University. He is a graduate of the FBI Command College and a certified instructor for Civilian Response to Active Shooter Events (C.R.A.S.E.) by Texas State University’s Advanced Law Enforcement Rapid Response Training (A.L.E.R.R.T.) program.

Outside of work, Mr. Pennington finds joy in coaching his son’s basketball team, spending time with his girlfriend, family, and friends, and pursuing interests like hiking, golfing, and traveling when possible.
