Daily Flood Situation Report April 26

Significant State Activity

Red Bridge Fire (Uintah County, Uintah and Ouray Reservation) started on 4/23/23 is currently estimated at 465 acres is 90% contained. Federal resources are working on final containment and cleanup. [Incident 209]

Active The State of Utah has declared a State of Emergency due to flooding, expiring 5/18/23.

Other Immediate Concerns

• Active Current flood risk is spring runoff, increasing streamflows, and snowmelt. Some reported flood-related landslides being monitored.
• New  Roadway bridges and structures that may be more susceptible to high water flows, due to design or existing conditions, keep an eye out for the following:
  • Embankment slopes are still in place around abutment and the approach roadway to the structure to ensure the water has not washed out the embankment supporting the roadway.
  • Significant settlement of the bridge.
  • The upstream opening or channel directly upstream does not have any debris caught on the structure or any that can impede future flood water flowing through the structure or reduce the waterway.
  • Debris or mud on the top of the structure that suggests the water overtopped the structure.
  • Any other part of the bridge that looks off or different than what you are used to.

Current State (SERT) Actions

• New The Division of Emergency Mgmt. continues to provide media engagement and media coordination with other staff, in order to provide emergency public information as needed to the flood response efforts. These activities have occurred, and continue to occur, on a daily basis throughout the flood season.
• Active The State EOC is now at Activation Level 2-Partial Activation.
• Active Activated Emergency Support Functions: ESF #1, ESF #5, ESF #14, ESF #15, Logistics, VDCT, and Finance.

Region 1

Davis County
● Active Kaysville City has declared a local emergency due to significant runoff damage in the Orchard Ridge Division, expiring on 5/19/23.
Rich County
● New A few small landslides on the east side of Bear Lake have been reported, but no impacts yet.
Morgan County
● Active Morgan County declared a local emergency related to flooding, expiring on 5/18/23.

Region 2

Salt Lake County
● Active Draper City – Due to current hillside conditions, Ann’s Trail is being closed to public use. People should be aware to stay clear of the trail due to dangerous conditions and not circumvent the closure notices.
● Update On Saturday morning, April 22nd, a landslide occurred on Springtime Road in Draper, Salt Lake County. Two homes (that were evacuated in October 2022 due to unstable ground conditions) collapsed as the hill they were on slid and fell into the small ravine below. The homes were vacant and others nearby are being evaluated.
● Active Millcreek declared a local emergency related to flooding, expiring on 5/13/23.
● Active Emigration Canyon declared a local emergency related to flooding, expiring on 5/12/23.
● Active Salt Lake County declared a local emergency related to flooding, expiring on 5/13/23.
● Active Salt Lake City declared a local emergency relating to flooding, expiring on 5/12/23.
Wasatch County
● New A tanker truck’s pup trailer overturned carrying approximately 2000 gallons of diesel fuel on SR 40 at MP 37. An estimated 947 gallons was spilled and was contained at the scene, with the remaining fuel offloaded. Clean up crews are on scene. The responsible company is actively involved in supporting the cleanup and response efforts.

Region 3

Juab County
● Active Juab County declared a local emergency related to flooding, expiring on 5/17/23.
Millard County
● Active Millard County has extended their declaration for upcoming flooding to 8/31/23.

Region 4 – Reports of rising rivers and streams but are below flood stage.

Washington County
● Active Washington County declared a local emergency related to flooding, expiring on 5/19/23.

Region 5/6/7/Tribal Nations

● No significant updates to report at this time.
