Independent State Investigation & Recommendations
This investigative review by the Utah Department of Public Safety (DPS) was conducted upon request by the Utah Governor’s Office to examine the interactions and handling of an administrative case involving Melvin Shawn Rowland within the criminal justice system. This independent investigation involved a comprehensive review of multiple agencies, policies, systems and procedures.
